Creamed Peas

This is the BEST creamed pea recipe I've ever eaten! 

2 cups frozen grean peas
2/3 cup water
pinch salt
3 Tbsp butter
1/3 cup heavy cream
2 Tbsp flour
1 Tbsp sugar

In a saucepan, combine peas, water, and salt. Bring to a boil, then stir in butter. In a bowl, whisk cream, flour, and sugar.  Stir mixture into the peas.  Cook over medium high heat, about 5 minutes, until it bubbles and thickens.
